Owner, Trainer Cobb Suspended for 180 Days

The Kentucky Horse Racing Commission has suspended owner/trainer Carol Cobb for 180 days for a positive drug test from one of her horses dating back to January 2011.

BloodHorse reported in 2013 that the suspension was handed down after the horse Tricky Tokyo tested positive for the prohibited substance Tramadol, which is used to relieve pain, following the first race at Turfway Park Jan. 14, 2011. The action followed a hearing officer's recommendation during a June 5, 2013 executive session to uphold the suspension.

Tramadol was listed with a Class A penalty by the Association of Racing Commissioners International in 2011 and was changed to Class B in March 2016.

The case was taken to court, but in a Dec. 28 ruling the KHRC delivered the suspension pursuant to Aug. 31, 2020 and Sept. 10, 2018 opinions and orders of the Franklin Circuit Court in the case of Carol Cobb vs. KHRC, which affirmed the Public Protection Cabinet's June 5, 2013 final order.

Cobb will serve the 180-day suspension Jan. 1-June 29, 2021. She is denied the privileges of all facilities under the jurisdiction of the KHRC. Entry of all horses owned or trained by Cobb will be denied pending transfer to persons acceptable to the stewards. 

Tricky Tokyo is disqualified from his third-place finish in the 2011 race at Turfway and all purse money is forfeited. 

Cobb has not started a horse as an owner or trainer since 2018, according to Equibase statistics.
