Beleaguered owner/trainer Amber Cobb, suspended by Delaware officials earlier this year for animal abuse, has been sanctioned again.

In a ruling issued Oct. 28, Delaware Park stewards revoked the remaining term of her three-year Delaware Thoroughbred license, due to expire Dec. 31, 2022. Stewards cited her for a series of violations, including "still participating in horse racing while under suspension" based on documents they retained.

Stewards wrote that Cobb, 33, did not appear before them Oct. 22 for a disciplinary hearing stemming from a summary suspension issued to her Sept. 10 to answer complaints and allegations of past abuse and neglect of horses in her care. These claims were in addition to one that ultimately resulted in a reduced 60-day suspension this summer from the Delaware Racing Commission.

The Thursday ruling noted that while under recent suspension Cobb failed to get approval by the stewards for bills of sales and horse transfers, and horses that were in her care remained on the grounds with another trainer during the term of her suspension, in violation of Delaware regulations. The Thursday ruling did not identify the other trainer.

The stewards also cited her for "failing to attend an anger management program 'Approved' by the stewards and be apprised of her progress."
