The California Horse Racing Board issued the following advisory meant for California-based horses, sent from Scott Chaney, CHRB executive director, to trainers, owners, van drivers, and associations Sept. 21:
On April 21, 2021, the amended language to Rule 1588 (Horse Ineligible to Start in a Race) became effective. More specifically, that rule requires that in order to run, a horse must be on the grounds of a CHRB inclosure and in the care of a licensed trainer for seven days prior to the race. Horses cannot leave the grounds during this seven-day period except to travel on a van between CHRB inclosures. In other words, within 7 days of a race, horses are not permitted to go to a farm, clinic, or any place other than CHRB inclosures. Violation of this rule can result in a scratch and sanction for the responsible licensees.
1588 Horse Ineligible to Start in a Race
(a) In addition to any other valid ground or reason, a horse is ineligible to start in any race: ...
(11) when, except with prior approval of the stewards:
(A) such horse has not been on the grounds of the association or its approved auxiliary stable area for at least 24 hours prior to the time the race is to be run, or
(B) such horse has not been in the care of a trainer licensed by the Board and stabled within a CHRB inclosure, including auxiliary stabling areas, for seven consecutive days prior to the race, except for horses being shipped directly from another racing jurisdiction
In issuing its Wednesday advisory, the CHRB noted that it "follows up on potential concerns raised by industry stakeholders and takes appropriate action as needed. In situations where investigations provide no evidence of any wrongdoing, but CHRB feels clarifying information would be prudent or beneficial for licenses, we will issue guidance. This is one of those situations."
