

The Kentucky Horse Racing Commission Rules Committee met April 11 and unanimously approved all the proposed amendments to 810 KAR 4:090 Owners.
General counsel member Jennifer Wolsing read the proposed amendments, which include no limitation on the number of owners per racehorse that can be licensed with the racing commission. Previously, no more than five owners could be licensed per horse, and if there were more than five owners in a partnership, an owner had to be designated as the principal.
A member may be designated as the licensed principal owner if a horse has more than two owners. These changes can be found in Section 4 Joint Ownership.
The amendment will allow the race day program to list up to 10 individual owners. Previously all owners were listed for each horse. Stable name, partnerships, corporations, or any type of joint venture may be listed with the principal owner's name shown parenthetically.
In a change pertaining to Section 6 Leases, the stewards will approve a lease, subject to the lessee being licensed or eligible to be licensed as an owner with the racing commission.
An amendment for Partnerships Section 10 previously stated all entities in a partnership had to be registered with the commission. The revision is for a principal member to be licensed. Only upon request by the stewards or racing commission will the partnership entities need to register partnership papers with the commission.
