For the horse racing industry to grow its betting business, I believe a natural draw will come with the inevitable legalization of sports gambling. State governments are always seeking more revenues. They appear now to be more than willing to pass laws to allow legal sports betting.
Combine that with the pro sports leagues who are finally over the Pollyanna premise, borrowing a phrase from Captain Renault in the movie "Casablanca": “I’m shocked…shocked to find that gambling is going on in here.”
